Service Connections - Application Instructions

  1. Applicant shall (a) complete and sign MVWA Tap Application, (b) furnish required permits, and (c) pay any special district (frontage) charges per the current MVWA rate schedule.
  2. For single family dwellings, applicant shall pay (a) a tapping fee which includes 90 days of unmetered water for use during construction. After 90 days from the date of the tap (or if the lot is pre-tapped, 90 days from the day the service is extended), if the meter is not installed, water will be billed in accordance with the current MVWA fee schedule. Meter must be installed prior to receiving the Certificate of Occupancy.
  3. For all other new construction, applicant shall pay (a) a tapping fee; and (b) a construction water charge (based on the size of building footprint) in accordance with the current MVWA fee schedule. After 30 days from the date of the tap, if the meter is not installed, water will be billed in accordance with the current MVWA fee schedule. Meter must be installed prior to receiving the Certificate of Occupancy.
  4. Tap Size (2" or smaller): Application required 48 hours in advance. The required site plan must include road and parcel boundary, building location, and proposed water service and meter location. Depending on the application, plans detailing internal and external water lines may be required for MVWA approval.
  5. Tap Size (4" - 12"): Requires submission of two (2) sets of plans detailing all internal and external water lines including road and parcel boundary, building location, proposed water service and meter location.
  6. The MVWA will approve the application including: the size of the service tap, service entrance, and proposed meter location before the tap can be scheduled.
  1. Tap Size (2" or smaller): Applicant shall schedule tap at least 24 hours in advance with the MVWA'sMaintenance Supervisor (via e-mail: tap@mvwa.us or phone: (315) 738-0324) and shall also confirm tapbetween 7:00 to 8:00 A.M. on the scheduled tap day via phone: (315) 738-0324.
  2. Tap Size (4" - 12"): Applicant shall schedule tap at least three (3) working days in advance with the MVWA's Maintenance Supervisor (via e-mail: tap@mvwa.us or phone: (315) 738-0324) and shall alsoconfirm tap between 7:00 to 8:00 A.M. on the scheduled tap day via phone: (315) 738-0324.
  3. NO TAPS MADE ON FRIDAYS, WEEKENDS, OR HOLIDAYS.
  4. MVWA emergencies will take priority over main taps.
  5. Tap will not be made in inclement weather; or at a temp. of less than 30 degrees F unless heat is provided.

  2. Water services to be installed on asbestos cement (AC) mains will be installed by a NYS licensed ACcontractor at the expense of the applicant, and inspected by the MVWA prior to backfilling.
  3. NO SERVICE VALVE SHALL BE OPERATED BY THE APPLICANT WITHOUT THE PRIOR EXPRESS CONSENT OFTHE MVWA.
  4. Tap Size (2" or smaller):
    • Prior to any tap, type K copper tubing (size to be determined by the MVWA) shall be installed at a depth of five feet. The service pipe shall not have any joints between the main and the curb stop, nor shallthere be any joints beyond the curb stop other than as may be necessary due to limitations of full coillengths. Any required joints other than at the curb stop shall be compression or silver soldered.
    • The curb stop and curb box shall be installed within the public right-of-way at a location approved by the MVWA, and not in a driveway, sidewalk, or similar area.
    • The water service line shall be installed a minimum of 10 feet horizontally from any sewer lateral, septic tank or drainage field.
    • An approved gate or full port ball valve (globe valves not permitted) shall be installed before the meter atthe service entrance. The meter location must provide MVWA employees complete and free access.
    • The tap will not be made until the service line has been properly installed. Curb box and any other necessary joints must be examined by the MVWA for leaks prior to backfilling. Once the water service line is acceptable, arrangements to get a water meter and disconnect any well from house plumbing must be coordinated.
  5. Tap Size (4" - 12"):
    • Cement-lined ductile iron pipe meeting AWWA specifications shall be installed at a depth of five feet. The water service pipe shall be installed to maintain a minimum 10 ft. horizontal separation and 18 in.vertical separation from any sanitary lateral or building storm water drain.
    • No service shall be activated until it is: pressure tested and disinfected; the meter is installed; and theentire service and metering assembly are inspected and accepted by the MVWA. The MVWA, on request of the applicant, will then activate the water service.
  6. Replacement Services: Same as 12(a) and 12(b) except old tap must be shut off, the service terminated atthe main, and inspected and accepted by the MVWA prior to the installation of new tap.
  1. A WATER METER IS REQUIRED TO BE INSTALLED PRIOR TO RECEIVING A CERTIFICATE OF OCCUPANCY. Failure to do so will result in a fee ($2,000) for unauthorized water use.
  2. No private water source (ex. well) can be utilized to supply any water to the same facility as supplied bythe MVWA. This effectively means that the service line from the private source cannot enter the building.Existing private service lines must be cut and capped inside of the basement wall prior to activation of theMVWA service line.
  3. In certain situations utilizing services 2” diameter and smaller, an internal plumbing system booster pump may be permitted in existing areas of low pressure. The MVWA Engineering Dept. must approve the design and installation of all booster pumps and can provide standard schematic drawings and specs.
  1. On service lines 2" and smaller, the completed service installation from the main to the premises will be owned and maintained by the customer; except that after a period of three years, the MVWA may assume the repair of the service line from the main to the curb stop in accordance with established Rules and Regulations. Customers remain responsible for providing access to the curb stop via the curb box.
  2. The MVWA shall not be responsible for frozen services along the entire length of the service line, and such will always be the sole responsibility of the customer.

Contractors must adhere to the specific materials found in this document or obtain written MVWA approval for proposed equivalents prior to installation.

If proposed equivalent materials are installed that are not pre-approved, the MVWA reserves the right to stop construction (and not provide water service until suitable materials are installed) or accept the work.

Contractors must supply the MVWA with a list of all material specifications (make, model, size, quantity, etc) on projects requiring As-built drawings. Refer to MVWA As-built Drawing Requirements for complete requirements.

  1. WATER MAINS/SERVICES (LARGER THAN 2” DIAMETER): Ductile Iron, C111 (push-on joint); C104 cement lining (inside) and asphaltic coatings (outside) and 2 brass wedges per joint.
    • Main Pressure < 100psi: Class 50 per Specifications AWWA C151
    • Main Pressure (or potential pressure) ≥ 100psi: Class 52 per Specifications AWWA C151
  2. CAST COUPLINGS:Straight Couplings; Manufacturer: Smith-Blair Series 441 or approved equal. All hardware shall be 304 SS per ASTM F593 & F594.
  3. FITTINGS: Cast or Ductile Iron per Specifications AWWA C110; C153; C111 (Mechanical Joint); C104 cement lining (inside) and asphaltic coatings (outside) with two (2) each mechanical joint retainer glands and bolt kits. All hardware shall be 304 SS per ASTM F593 & F594.
  4. FITTINGS (HYDRANT): In addition to "Fittings" specifications, hydrant tees shall be anchoring type; Manufacturer: Clow F-1217 or MVWA approved equal. All hardware shall be 304 SS per ASTM F593 & F594.
  5. HYDRANTS: AWWA C502, C111 (mechanical joint connection - 6"); OPEN COUNTER-CLOCKWISE; all hydrant operating and cap nuts will be 1½” pentagon; 5½' bury; two (2) 2½" and one (1) 5” Storz outlet; 5¼” bottom valve opening. All hardware shall be 304 SS per ASTM F593 & F594.
    • MVWA hydrants to be painted red with yellow bonnet and nozzle caps. “UTICA” specification hydrants will have a black weather shield. Private hydrants are to be painted red.
    • Hydrant thread and operating nuts shall conform to "UTICA", "WHITESTOWN", or other threading as approved by the MVWA for the area being serviced.
    • Acceptable Models: Kennedy K-81 A or D; Mueller Super Centurion 250; or AVK Series 2780 Nostalgic. No other hydrant manufacturers or models will be accepted by the MVWA.
  6. HYDRANT EXTENSIONS: All components of the fire hydrant extension kit shall be designed for, and properly fit, the fire hydrant. Neither the extension kit nor any component of the kit shall diminish the operating efficiency or service life of the fire hydrant or which they are attached. All components shall conform to ANSI/AWWA C502. Fire hydrant extension kits shall include the appropriate quantity of barrels, flanges, couplings, stems or rods, gaskets, lubricant and hardware to complete the installation. All hardware shall be 304 SS per ASTM F593 & F594.
  7. MECHANICAL JOINT RESTRAINTS, BOLT-THROUGH (FOSTER ADAPTER): Ductile Iron conforming to ANSI/AWWA C153/a21.53 (CURRENT REVISION). Fusion bonded epoxy coated. Mechanical Joint (MJ) valves and fittings shall be connected using a bolt-through positive restraint mechanism manufactured of ductile iron conforming to ASTM A 80-55-06. The positive restraint device shall connect the valves and/or fittings at a linear distance not to exceed one (1) inch and without attachment to pipe. The bolt-through MJ positive restraining device shall be supplied with asphaltic/epoxy coatings in accordance with ANSI/AWWA C153/A21.53 and ANSI/AWWA C104/A21.4 and sized to be used with standard mechanical joint fittings (AWWA C110 or C153) and valves. The device shall have a minimum working pressure rating of 350 psi. Manufacturer: Infact Corporation or approved equal. T-bolt hardware shall be 304 SS per ASTM F593 & F594.
  8. RETAINER GLANDS: Manufacturer: Ford, Uni-Flange Wedge Action Retainer for Ductile Iron Pipe (Series 1400); EBAA “Mega Lug” (Series 1100); or approved equal (set screw not acceptable). All retainer glands shall include appropriate rubber & bolt kit. T-bolt hardware shall be 304 SS per ASTM F593 & F594.
  9. TAPPING SLEEVES & TAPPING VALVES: Clow F-5205 and F-5093 or approved equal (furnished and installed by the MVWA per established fee schedule). All hardware shall be 304 SS per ASTM F593 & F594.
  10. TAPPING SLEEVES & TAPPING VALVES, FAST-STYLE: Ford Style FAST stainless steel sleeve w/stainless steel flange and resilient wedge gate valves, or approved equal (furnished and installed by the MVWA per established fee schedule). All hardware shall be 304 SS per ASTM F593 & F594.
  11. VALVES:Gate Valves (resilient wedge), AWWA C509; C515; C111 (mechanical joint); OPEN CLOCKWISE; Manufacturer: Kennedy Kenseal II or approved equal with two (2) each mechanical joint retainer glands and bolt kits. All exposed hardware shall be 304 SS per ASTM F593 & F594.
  12. VALVE BOXES: Manufacturer: Bingham and Taylor or approved equal. "Buffalo" style - 5¼” diameter, 3 piece screw type, Size D with No. 6 base.
  1. WATER SERVICE: Following service line materials for 2” and smaller (3/4" or 1" size most common):
    • COPPER TUBING: Type K (Type L not acceptable), ASTM B88 (Use 3/4" diameter when pressure is greater than 50 psi; use 1" for pressure less than 50 psi). A compression or silversoldered joint is allowable only if more than a full coil is necessary. Copper tubing is required from the corporation stop to the meter.
    • HDPE: 200 psi, no joints. HDPE is an acceptable alternative to copper tubing only from a meter chamber to the building.
  2. BACKFLOW PREVENTER/DEVICE: Appropriate protection as required by the MVWA Engineering Department. Application required.
  3. CORPORATION STOP/VALVE: Mueller H-15008 or approved equal (furnished and installed by the MVWA per established fee schedule).
  4. CURB BOX: Manufacturer: Bingham and Taylor or approved equal. “Old Style” Buffalo, 2 ½” Shaft, three piece screw type, size 94E or approved equal which provides full inside diameter access to the curb stop. “Mushroom-style” (Eclipse style) not acceptable.
  5. CURB STOPS/VALVE: Mueller H-1520g or approved equal installed at property line.
