August 20, 2018
Chairman DeLia called the meeting to order at 5:00 PM and opened with the Pledge of Allegiance.
Roll Call
Present: Dennis Bova, Bruce Brodsky, Dave Corr, Vincent Coyne, Elis DeLia, Mark Ford, Richard Karam, and Bette Szesny. Absent: Rocco Arcuri, Eric Kane, Frank Mutolo and John Wallace. Also Present: Richard Goodney, Phil Tangorra, Jim Korfonta, Scott Gorgas
Chairman DeLia presided and Suzanne Harmon took the minutes.
Approval of the July 16, 2018 Minutes
Motion made by Mr. Corr to approve the minutes. Seconded by: Mr. Coyne

Resolution: MVWA Application to the NYS Environmental Facilities Corp. for Grant Funding Under the Water Infrastructure Improvement Act Program for the Phase 2 Raw Water Mains Construction
The Phase 2 RWM portion includes 5,400 feet of new 54 inch diameter RWM, valves and connection to existing mains at a total Project Cost of $10,233,000 including Survey, Design, Construction and all related Project Costs. A Negative Declaration was issued on 2/12/18 and has received the required NYS Historic Parks, Recreation and Historic Preservation Office letter. The MVWA intends to finance the project through a combination of grants from ESD, DWSRF, other MVWA CIF and the WIIA. Upon receipt of sufficient Grant funding, the MVWA hereby authorizes construction of 15,000 feet of new 54 inch diameter RWM in 4 phases from the Hinckley Reservoir intake to the WTP including 5,400 feet of new 54 inch diameter RWM identified as Phase 2, valves and connection to existing mains at a total Phase 2 Project cost of $10,233,000.

Resolution: MVWA Application to the Environmental Facilities Corp. for Grant Funding Under the Water Infrastructure Improvement Act Program for the Toby Road Water Storage Tank #3 Construction
The MVWA Capital Improvement Plan includes construction of a new 15 million gallon storage tank on Toby Road in the Town of Marcy. Upon receipt of sufficient Grant funding, the MVWA hereby authorizes construction of a new 15 million gallon water storage tank in the Town of Marcy at a total cost of $13,480,000 including survey, design, construction and all related project costs.

Committee Reports
Mr. Korfonta stated that water sales are up $400,000 compared to this time last year. Consumption was up for the last several months and now is the same as last year. Cash flow has recovered since the initial outlays in January. There should be positive cash flow going forward.
Executive Director’s Report
- Mr. Becher stated that July 27 was the deadline to get in the Consolidated Funding Application. The MVWA used O’Brien and Gere to assist with this application, which is for the Raw Water Line. The total cost for the project is $55 million dollars. We will keep you updated.
- Mr. Becher stated he and Dick Goodney met with officials from the Village of Ilion and a gentleman from Barton & Loguidice. At the end of the meeting it was decided that they would go up to the Treatment Plant for a tour which took place on August 16 with Phil Tangorra and Jon Arnott. They seemed impressed and are seriously looking at the alternative of hooking up with the MVWA’s water system. We made it very clear that the MVWA is not going to take on the $16 million dollars to repair Ilion’s system and pass it on to the MVWA customers. Ilion would have to do that separately. The next step is that we are working with their engineer from Barton & Loguidice to do an analysis to show where their costs go.
- Mr. Becher stated that he went to the Schuyler Town Board meeting the other night to clear up any misconceptions that they had from a previous speaker. That speaker stated that the MVWA is draining the reservoir and that the Gray Dam needs to be re-built. Mr. Becher gave a quick overview of the facts that the Water Authority only uses 3% of the water in the reservoir.
- Mr. Becher stated that the elevation of the reservoir has come up about three feet from a week ago last Monday. We are now running only about a foot and a half below average so we are starting to even out.
Mr. Brodsky stated that the Audit Committee is going to re-bid for Audit Services.
