Sealed Bids for the construction of Raw Water Transmission Main Upgrades – Phase 1 Pipe Bridge will be received by the Mohawk Valley Water Authority, Engineering Department, Attention: Jolie Murray at 1 Kennedy Plaza, 3rd floor, City Hall, Utica, New York 13502, until 11:00 a.m. local time on Thursday, February 10, 2022, at which time the Bids will be publicly opened and read aloud. The Project includes a pre‐engineered pipe bridge to support a new 48‐inch water pipeline across the West Canada Creek gorge, demolition of an existing south pipe bridge, and construction of approximately 500 LF of new piping to connect to the existing piping on the east side of the gorge and on the water treatment plant site.

Bids will be received for a single prime Contract: Contract No. 1 – General, which includes all work. Bids shall be on a lump sum and unit price basis, as indicated in the Bid Form.

Owner has obtained financial assistance for the Project from the New York State Environmental Facilities Corporation (NYSEFC) under the New York State Water Infrastructure Improvements Act (WIIA) Grants Program. Requirements of the Contractor, including EEO, MWBE and SDVOB requirements, are included in the Supplementary Conditions.

Bidding Documents are available for searching and viewing at www.avalonutica-planroom.com. Prospective Bidders may obtain copies of the Bidding Documents from the Issuing Office as described below.

Bidding Documents may also be examined Monday through Friday between the hours of 8:00 a.m. and 4:00 p.m. at no expense at: Mohawk Valley Water Authority, Engineering Department office, 1 Kennedy Plaza, 3rd floor, City Hall, Utica, New York 13502. Bidding Documents may also be viewed at the Mohawk Valley Builder’s Exchange (www.mvbe.com), and Dodge Data & Analytics (www.construction.com).

Bidding Documents may be ordered by registering with the Issuing Office (Avalon Document Services, www.avalonutica-planroom.com). Following registration and payment of a non-refundable cost of $10 (payable to Avalon), complete sets of Bidding Documents may be downloaded from the Issuing Office’s website as portable document format (PDF) files or provided on compact disc. Printing and associated costs will be the responsibility of each party acquiring the Bidding Documents. Prospective Bidders must be registered with the Issuing Office to receive notice of addenda.

A pre-bid conference will be held at 9:00 a.m. local time on January 13, 2022 at the Hinckley Water Treatment Plant Building, end of Quarry Road, Prospect, New York 13438, and will be followed by a site visit. Attendance at the pre-bid conference is highly encouraged but is not mandatory.

Bid security shall be furnished in accordance with the Instructions to Bidders.
