Special Board Meeting Mohawk Valley Water Authority October 5, 2007 - Noon
Vice Chairman Elis DeLia called the meeting to order at 12:08 PM and opened with the Pledge of Allegiance.
Roll Call: Present: Bruce Brodsky, Rolf Buchner, Vincent Coyne, Elis DeLia, Joseph Hobika, Jr., Nathanial Price, Millicent Rader-Harris, Donald Ryan, Bette Szesny and Frank Trevisani. Absent: George Gaston and A. Eugene Snyder. Also present: Edward Earl, Connie Schreppel, Dick Goodney, Donald Weimer, James Korfonta, Phil Tangorra and Steve Gassner.
Chairman Gaston arrived at 12:13PM and chaired the meeting. Suzanne Harmon took the minutes.
Resolution: Emergency Raw Water Connection Funding from Repair & Improvement Account
The MVWA’s raw water supply has been negatively impacted by unprecedented low Hinckley Reservoir water levels. Should water levels decrease or a significant leak in the regional system occurs, raw water delivery to the WTP may require supplemental pumping into a new connection point on the WTP’s 48” raw water main. The new connection consists of a new 48” x 36” tapping sleeve and valve and related 36” fittings installed on the WTP side of the West Canada Creek gorge. The connection will be available for a future permanent third raw water main connection and is also available should a major failure occur in the intake or pipe bridges and, is consistent with preparedness policy contained in MVWA’s Vulnerability Assessment and Emergency Response Plan. The connection will cost $118,000 for parts and installation and another $6,000 for rock excavation for a total procurement amount of $124,000. The $124,000 is hereby appropriated from the Repair & Improvement Fund and Dakksco Corp. is authorized to accomplish this work under their terms and conditions of their current contract for the WTP Clearwell.

Resolution: Funds from Repair & Improvement Account for Pipe Accessories
A 20” gate valve on Maynard Drive on the transmission main between Marcy Reservoir and the Yorkville Meter Station has rusted shut and caused discolored water throughout the intermediate zone. An increasing number of customers have complained about water quality and an immediate procurement of the components to repair this situation will address this water quality problem on a timely basis. The MVWA Maintenance Department has the in-house expertise to accomplish the necessary repairs. A total amount of $24,000 is hereby appropriated from the Repair & Improvement Fund for the needed components and the MVWA staff is authorized to procure components for the needed repairs on a sole source basis.
